H. Regulatory requirement. The offeror/contractor is
encouraged to use recovered materials to the maximum extent practicable in
accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR).
3. Tests
A. Bending test. One fiberboard specimen not less than 304.8 mm (12”) by 304.8
mm (12”) shall be cut from sound, undamaged, and unprinted area of each sample
box in a lot. The specimens shall be conditioned in accordance with ASTM method
D685. The specimens shall be scored along and across the machine direction, or
corrugations, using scoring devices having the proper profiles for the type of
fiberboard to be tested. There shall be no surface breaks in the board when
folded 180 degrees along the score line parallel to the flute direction and 90
degrees along the score line perpendicular to the flute direction.
B. Compression strength test. A compression machine calibrated in accordance
with ASTM method E4 is used. Boxes shall be conditioned in accordance with ASTM
method D685. Boxes shall be assembled and empty. Double wall boxes whose volume
is less than 0.184 cubic meter (6.56 cubic feet) shall be tested with a load of
1133.6 kilograms (2500 pounds): and larger double-wall boxes shall be tested
with a load of 1360.50 kilograms (3000 pounds). Triple-wall boxes shall be
tested with a load of 2267.50 kilograms (5000 pounds). The maximum deflection
shall not be more than 50.8 mm (2”).
c. Static test. Boxes shall be assembled empty and conditioned in accordance
with ASTM method D685. A test load equal to 70 percent of the compression test
load shall be uniformly distributed over the top of the test container. The
load shall be permitted to stand in a static position for a period of 5
minutes. The maximum deflection shall not be more than 50.8 mm (2”) during the
5 minute period.
4. Quality Assurance
Contractor Certification - The contractor shall certify and maintain a substantiating
evidence that the product offered meets the salient characteristics of this
